Looking for adoption records or birth certificate for Joseph Lawrence Kennedy..Born January 1880 in New York City, NY. He stated he was orphaned but no one really knows and he would not talk about his early years at all. Not sure where to start!

I am looking for information on my gr gr grandmother. Her name was Ida Bell. She was born in New York City in 1864. I have found her with a Jellison family in Indiana. In the 1880 census they have noted she was adopted and her birth parents from Ireland. She is also with the same family in 1870 listed as Belle. Family lore has her birth parents as Flannigan or O'Flannigan and her mother's possible name as Catherine or Katherine. I am curious to know if she was an orphan on the Orphan Trains as well. Anyone know how I can get any information on my gr gr grandmother's family? I have already checked the orphan train web sites.
